On May 26, it was learned from the Ministry of Industry and Information Technology that the Action Plan for Industrial Energy Conservation and Green Standardization (2017-2019) has been issued. The plan aims to fully leverage the normative and guiding role of industrial energy conservation and green standards to promote energy efficiency improvement and green development in industrial enterprises.
The Action Plan sets forth the following objectives: By 2020, 300 key standards will be formulated and revised in areas such as unit product energy and water consumption limits, product energy and water efficiency, energy and water conservation evaluation, renewable resource utilization, and green manufacturing, establishing a basic industrial energy conservation and green standard system; strengthening the supervision of standard implementation, improving energy conservation supervision, benchmarking and compliance policies, and tiered electricity pricing policies; strengthening basic capacity building, organizing 2,000 training sessions for industrial energy conservation management personnel and energy conservation supervisors; and cultivating a number of energy conservation and green standardization support and evaluation institutions.
The Action Plan outlines key tasks, including strengthening the formulation and revision of industrial energy conservation and green standards, enhancing the implementation of industrial energy conservation and green standards, and improving the basic capabilities of industrial energy conservation and green standards. A number of industrial energy conservation and green standards will be formulated. In response to the new situation and tasks of industrial energy conservation and green development and the construction of a green manufacturing system, a number of industrial energy conservation and green development standards will be accelerated. First, a batch of standards will be developed, focusing on industries such as steel, building materials, non-ferrous metals, and machinery, covering energy-saving and water-saving design, energy consumption calculation, operational testing, energy conservation evaluation, energy efficiency and water efficiency assessment, energy conservation supervision specifications, and renewable resource utilization. These standards will support energy efficiency standardization, energy conservation supervision, and energy auditing. Second, a batch of energy-saving and green technology specifications and standards will be developed, focusing on areas such as energy efficiency and water efficiency of end-use energy products, industrial energy-saving and water-saving design and optimization, distributed energy, waste heat and pressure recovery and utilization, and green data centers. This will promote the application of new technologies and products in the fields of energy conservation and green manufacturing. Third, the development of standards for green factories, green industrial parks, green products, and green supply chains will be accelerated to guide the construction of a green manufacturing system.
A batch of industrial energy conservation and green standards will be revised and updated. Addressing issues such as standards for some key industries and key energy-consuming equipment being over three years old, failing to reflect technological and energy efficiency progress, and being unable to adapt to the new requirements of green industrial development, the review cycle will be shortened, and a batch of industrial energy conservation and green standards will be revised and updated more quickly. First, we will review the energy consumption quota standards for key industries such as steel, building materials, petrochemicals, non-ferrous metals, and light industry, and promote the formulation and revision of standards in a categorized manner. This will achieve full coverage and rolling updates of energy consumption quota standards for high-energy-consuming industries, and we will also study incorporating the "top runner" indicator into energy consumption standards. Second, we will strengthen the formulation and revision of energy efficiency standards for products and equipment in industries such as steel, machinery, electronics, non-ferrous metals, light industry, and aerospace, ensuring that the standard indicators are advanced and play a guiding and constraining role for energy-consuming equipment. Third, we will improve the energy conservation management standard system, accelerate the formulation and revision of relevant energy management standards for key industries, and promote energy conservation management among industrial enterprises.
