    Recently, with the issuance of the "Notice on Issuing the National Standardization System Construction and Development Plan (2016-2020)" (hereinafter referred to as the "Notice") by the State Council, the standardization of instrumentation has become a key focus of industrial development. Whether it's product standardization or enterprise standardization, it can improve the level of instrumentation and automation technology in my country, highlighting economic benefits.


    Expanding the Scope of Instrumentation Standards to Enhance Economic Benefits


    "Made in China 2025" clearly identifies the development of intelligent sensors and high-end instrumentation standards as key research projects. The release of this "Notice" expands the scope of standards to include automation technology, which will enhance influence and improve economic benefits. The "Notice" points out that the foundation of standardization is adhering to the intelligent manufacturing standard system. In today's pursuit of automated control, only an intelligent market can meet demand and attract more capital. The instrumentation industry also needs to improve its intelligent standards. Taking the sensor industry as an example, sensors now cover a wide range of fields, such as the shipbuilding industry and marine exploration, which are currently considered key sectors, all requiring more accurate and powerful sensors. The establishment of intelligent manufacturing standards can greatly improve the standardization of instrumentation technology and expand economic benefits.


    The "Notice" proposes to promote standardization breakthroughs in key areas and accelerate the pace of international expansion. The instrumentation industry will focus on "Made in China 2025" in its future development, strengthening the construction of standard systems in key industries. For example, nuclear power instrumentation and smart grid complete sets of instrumentation will be key areas for breakthroughs. Increasing investment in these key projects, conducting pilot projects and demonstrations, improving localization processes, and enhancing international competitiveness are major goals of current standardization efforts.


    Leveraging the Role of Enterprises in Standardization to Promote Standard Implementation


    Enterprises, as the main bodies of instrumentation standardization, directly impact the competitiveness of the entire industry. However, since small and medium-sized enterprises (SMEs) account for more than half of my country's market, and these enterprises often lack independent innovation capabilities and have significantly outdated equipment and technology, their standardization foundation is essentially nonexistent. How to accelerate the construction of enterprise standards is the key research focus.


    First, instrumentation enterprises need to target the right market. They should improve standards by continuously refining products and management. In the absence of a standard foundation, instrumentation enterprises need to strengthen supervision, improve product processes and processing equipment, continuously introduce and digest advanced technologies, and gradually learn advanced standards.


    Second, instrumentation enterprises need to accelerate research and development capabilities and improve the technological level of their products. With the support of national policies, enterprise development and standardization proceed in tandem. This ensures that domestically produced instruments and meters are procured in accordance with scientific standards, achieving optimal utilization and preventing idleness or the complete reliance on foreign instruments.


    Finally, the guiding role of industry associations plays a crucial role. Instrument and meter industry associations are committed to regulating the behavior of instrument and meter enterprises and accelerating the development of the industry. When encountering difficulties in the standardization process, instrument and meter enterprises can rely on the assistance of industry associations to overcome these challenges. It can be said that instrument and meter industry associations play an indispensable role in enterprise standardization.


    The road to standardization is long and arduous. During the 13th Five-Year Plan period, my country's instrument and meter industry will comprehensively improve standardization in accordance with the requirements of the "Notice," striving to establish multiple instrument and meter standard innovation bases and transform my country's instrument and meter industry from large to strong.
