Recently, the Ministry of Science and Technology released its 2017 departmental budget, with a total initial budget of 38.737 billion yuan, including the budgets of the Ministry itself and 21 budget units such as the China Institute of Scientific and Technical Information and the China Academy of Science and Technology for Development.
Among the expenditure budgets, the initial budget for science and technology expenditures in 2017 was 36.6394892 billion yuan, a decrease of 1.23% compared to the actual expenditure in 2016. Of this, 1.65355 billion yuan was for the National Key Basic Research Program and 660.2 million yuan was for key laboratories and related facilities. Budget data shows that the expenditure on key laboratories and related facilities was 400 million yuan, a 65.05% increase in 2017 compared to 2016, mainly due to increased special funding for national key laboratories.
Applied research, including research for social welfare and high-tech research, had a budget of 1.0199289 billion yuan in 2017, a 58.49% decrease compared to 2016. This decrease was primarily due to reduced continued funding for ongoing projects under the former National High Technology Research and Development Program (863 Program). The original 863 Program has been integrated into the National Key Research and Development Program, and related research is supported through the National Key Research and Development Program.
Technological research and development mainly includes the former National Science and Technology Support Program and the former National Major Scientific Instruments and Equipment Development Project. The initial budget for 2017 was 4.05048 billion yuan, a decrease of 1.62429 billion yuan compared to the 2016 actual expenditure. This decrease was mainly due to the integration of the former National Science and Technology Support Program into the Key Research and Development Program, with related research and development content supported through the Key Research and Development Program. The initial budget for technology transfer and diffusion in 2017 was 2.022 billion yuan, an increase of 31.55% compared to the 2016 actual expenditure. Other technological research and development expenditures decreased by 9.13% compared to the 2016 actual expenditure due to a reduction in funding for the National Major Scientific Instruments and Equipment Development Project and the National Engineering Technology Research Center Project. The initial budget for 2017 was 1.24557 billion yuan.
Major science and technology projects include management fees for major science and technology projects and related expenditures for the Key Research and Development Program. The initial budget for 2017 was 23.1711 billion yuan, an increase of 35.05% compared to the 2016 actual expenditure. Since the funding for major science and technology projects needs to be determined based on the reagent work tasks, this item indicates a budget of 0, meaning that the entire budget of 23.1711 billion yuan will be used for key research and development programs.
