Ministry of Environmental Protection: All targets of the ''Ten Measures for Air Pollution Prevention and Control'' are expected to be achieved.

    Minister of Environmental Protection Li Ganjie stated on the 10th that over the past five years, a uniquely Chinese model for ecological and environmental governance has been largely established, and significant progress has been made in the resolute fight against pollution. This year marks the final year of the "Ten Measures for Air Pollution Prevention and Control," and based on current progress, all the key objectives are expected to be achieved.


    He made these remarks at the plenary session of the 2017 Annual Meeting of the China Council for International Cooperation on Environment and Development and the High-Level Forum on Environment and Development. At the "Clean Energy Strategy and Climate Change" sub-forum held that day, many domestic and international participants believed that this action should be coordinated with the clean energy strategy and climate change response to maximize synergistic benefits. Green development and low-carbon economic transformation will provide new impetus for China's economic development.


    According to statistics, the State Council's implementation of three major action plans for air, water, and soil pollution prevention and control has yielded significant results. A total of 640 million kilowatts of coal-fired power plants have undergone ultra-low emission retrofitting, accounting for 68% of the total installed capacity of coal-fired power units. Emissions from coal-fired power plants have been reduced by 83% for sulfur dioxide, 50% for nitrogen oxides, and 67% for particulate matter, establishing the world's largest clean coal power generation system. From January to November 2017, the average concentration of inhalable particulate matter (PM10) in 338 prefecture-level and above cities nationwide decreased by 20.4% compared to the same period in 2013. The average concentration of fine particulate matter (PM2.5) in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta decreased by 38.2%, 31.7%, and 25.6% respectively, with Beijing experiencing a 35.6% decrease, approaching 60 micrograms per cubic meter. "The vigorous promotion of pollution control has not only achieved good environmental benefits but also good economic and social benefits," said Li Ganjie.


    Zou Ji, president of the Energy Foundation (USA) Beijing office, told the *Economic Information Daily* that the per capita GDP level corresponding to the peak of per capita emissions in major developed countries is roughly US$20,000-25,000, while China is expected to reach its peak per capita emissions when its per capita GDP reaches US$14,000. This is an innovation in China's development path; simply put, it involves vigorously developing a knowledge-based economy, improving the productivity of various factors to promote development, and better meeting the people's needs for environmental quality, health, and spiritual activities.


    Dr. Jonathan Pershing, Director of the Environment Department at the William & Flora Hewlett Foundation and former U.S. State Department Special Envoy for Climate Negotiations, also stated that China has made substantial investments in many areas in recent years to promote the development of a green economy, which is of great benefit to emissions reduction.
