The meeting pointed out that deeply implementing the innovation-driven development strategy and promoting mass entrepreneurship and innovation to a wider scope, higher level, and deeper degree is of great significance for ensuring and expanding employment, optimizing the economic structure, accelerating the transformation of old and new growth drivers, and enhancing the competitiveness of the national economy. To further create an integrated, collaborative, and shared ecosystem for mass entrepreneurship and innovation, achieve sustainable and healthy development, and enhance the effectiveness of entrepreneurship and innovation.
Among these measures, the meeting determined to optimize services for mass entrepreneurship and innovation. Specifically, it will explore establishing a time-limited transformation system for scientific and technological achievements supported by fiscal funds in strategic emerging industries, allowing for compulsory licensing by the state for achievements that fail to be transformed within a reasonable period. It will simplify the evaluation and filing procedures for intangible assets such as patents, and implement pricing through agreements, listings, or auctions. It will vigorously promote the demonstration and application of the first (set) of major technical equipment. It will also promote the opening up of instruments and equipment purchased with fiscal funds to the public. Improve the intellectual property utilization and rapid collaborative protection system.
Furthermore, in promoting industrial upgrading, we must accelerate the construction of industrial internet platforms, guide large enterprises to conduct internal innovation and entrepreneurship, open up supply chain resources and market channels, and promote the integrated development of upstream and downstream enterprises and large, medium, small, and micro enterprises in the industrial chain. We should study and implement more effective measures to promote innovation and entrepreneurship in universities and research institutions. We should rely on enterprises to build manufacturing innovation centers to conduct research on key common technologies and industrial application demonstrations. We should support technological transformation in key areas and bottleneck links. We should formulate and release a strategic outline to promote the development of the digital economy.
