To all bidding entities:

To fully reflect the principles of "openness, fairness, and impartiality" in market competition, our company will not refund the bid security if the bidder falls under any of the following circumstances during the bidding process:

1. The bidder colludes with project-related personnel through illegal means, thereby harming the interests of the tendering party and the legitimate rights and interests of other bidders;

2. The bidder submits a bid in the name of another person or obtains the bid through other fraudulent means;

3. After winning the bid, the bidder uses inferior products, configurations below the bid requirements, or other illegal means to seek profit;

4. The bidder withdraws its bid within the bid validity period;

5. The bidder provides false materials during the bidding process;

6. The bidder abandons the bid without justifiable reason or confirmation from the tendering party after winning the bid.
