The Ministry of Environmental Protection recently released the "Belt and Road Initiative Ecological and Environmental Protection Cooperation Plan."
The plan proposes that by 2025, it will solidify the foundation for ecological and environmental protection cooperation, further improve the construction of ecological and environmental protection cooperation platforms, formulate and implement a series of supporting policies for ecological and environmental protection cooperation, establish a number of high-quality green brands in key areas such as railways and power, build a number of environmental protection industry cooperation demonstration bases, and explore the establishment of a "Belt and Road" green development fund. By 2030, it aims to promote the achievement of the environmental goals of the Sustainable Development Agenda, deepen the scope of ecological and environmental protection cooperation, and comprehensively improve the level of ecological and environmental protection cooperation.
Promoting Green Infrastructure Construction
The plan identifies six major economic corridors as key areas for cooperation, further improving the construction of ecological and environmental protection cooperation platforms; formulating and implementing a series of supporting policies for ecological and environmental protection cooperation, strengthening ecological and environmental protection information support; establishing a number of high-quality green brands in key areas such as railways and power; applying a number of green financial instruments to investment and trade projects; and building a number of international environmental industry cooperation platforms such as environmental protection industry cooperation demonstration bases, environmental technology exchange and transfer bases, technology demonstration and promotion bases, and science and technology parks.
The Ministry of Environmental Protection stated that it will further expand cooperation in key areas such as environmental pollution control, ecological protection, nuclear and radiation safety, and ecological and environmental protection technological innovation. The green "Belt and Road" initiative will benefit countries and regions along the route, comprehensively enhancing ecological and environmental protection services, support, and guarantee capabilities, and jointly building a green and prosperous "Belt and Road."
The plan identifies six key areas of work, including emphasizing the concept of ecological civilization and strengthening communication on ecological and environmental protection policies; promoting green international production capacity cooperation and infrastructure construction; promoting sustainable production and consumption and developing green trade; and increasing support to promote green financing. The plan proposes promoting green infrastructure construction, including green and low-carbon construction and operation management of infrastructure. It emphasizes implementing ecological and environmental protection requirements for infrastructure construction standards and specifications, promoting environmental standards and practices in green transportation, green buildings, and green energy, and improving the green and low-carbon levels in infrastructure operation, management, and maintenance. Specifically, the plan involves 25 key projects, including 6 policy communication projects, 4 infrastructure connectivity projects, 3 trade facilitation projects, 2 financial connectivity projects, 4 people-to-people connectivity projects, and 6 capacity building projects. This includes demonstration projects for wastewater treatment in industrial parks along the Belt and Road Initiative, pilot demonstrations of green supply chain management, research on green investment and financing, research on a green Belt and Road fund, as well as the construction of the China-Cambodia Environmental Protection Cooperation Base and the Belt and Road Ecological and Environmental Protection Big Data Service Platform.
Construction of Environmental Protection Industry Demonstration Bases
The Belt and Road Initiative brings development opportunities to environmental protection enterprises, including promoting the construction of ecological industrial parks, establishing high-quality green brands, and promoting the inclusion of environmentally labeled products in government procurement.
The plan proposes guiding enterprises to develop and use low-carbon, energy-saving, and environmentally friendly materials and technologies, promoting recycling, and reducing the generation and emission of pollutants during production, services, and product use. Regarding industrial park construction, the plan proposes to develop environmental protection industry technology cooperation parks and demonstration bases. With enterprises as the main body, it promotes cooperation in environmental protection technologies and industries, and conducts pilot demonstrations of environmental infrastructure construction, environmental pollution prevention and control, and ecological restoration technology applications. It guides the cluster development of advantageous environmental protection industries and explores innovative cooperation models for jointly building environmental protection industry technology parks and demonstration bases. Establish Belt and Road environmental technology innovation and transfer bases in suitable locations, and build demonstration bases for environmental technology and industrial cooperation targeting ASEAN, Central Asia, South Asia, Central and Eastern Europe, the Arab world, and Africa. Promote and support the internationalization of environmental protection industrial parks, circular economy industrial parks, major industrial sectors, and environmental protection enterprises; promote the implementation of environmental technology and industrial cooperation projects in the Yangtze River Economic Belt, the Bohai Rim, the Pearl River Delta, and the Central Plains urban agglomeration, and support the construction of a green Belt and Road. Promote the formulation of green finance policies. Conduct research on the green investment and financing needs of countries and regions along the Belt and Road, and formulate green investment and financing guidelines. Promote the establishment of a dedicated resource development and environmental protection fund, focusing on supporting ecological and environmental protection infrastructure, capacity building, and green industry development projects in the Belt and Road regions.
