State Council: Support the Integration and Sharing of Large-Scale Military and Civilian Defense Scientific Research Instruments and Equipment

[Introduction] The main contents of the reform and transformation of the integration and sharing of large-scale military and civilian defense scientific research instruments and equipment include: establishing a shared service platform to integrate large-scale defense scientific research facilities and instruments and equipment of universities and research institutes within a certain region, and gradually realizing open sharing. The responsible departments are the State Administration of Science, Technology and Industry for National Defense, the Equipment Development Department of the Central Military Commission, and the Ministry of Finance. This reform measure will be promoted nationwide.

Recently, the General Office of the State Council issued the "Notice on Promoting Reform Measures Related to Supporting Innovation." The "Notice" proposes that, in order to further increase support for innovation, create an institutional environment and a fair competitive market environment conducive to mass entrepreneurship and innovation, and provide better services for innovative development, 13 reform measures related to supporting innovation in four aspects will be promoted nationwide or in eight comprehensive innovation reform pilot areas, including the Beijing-Tianjin-Hebei region, Shanghai, Guangdong (Pearl River Delta), Anhui (Hefei-Wuhu-Bengbu), Sichuan (Chengdu-Deyang-Mianyang), Wuhan (Hubei), Xi'an (Shaanxi), and Shenyang (Liaoning).

Three measures are related to military-civilian integration innovation, including "integration and sharing of large-scale military and civilian defense scientific research instruments and equipment," "innovation cooperation of dual-use technology alliances based on equity," and "identification and access standards for civilian enterprises supporting core military products."
