A Review of New National Standards and Regulations, Many of Which Relate to the Instrumentation Industry

    With the continuous growth of the economy and the increasing comprehensive national strength, various aspects of the social economy require clear national standards and laws to stabilize and regulate industry development. Entering the first year of the 13th Five-Year Plan, the state has formulated a series of standards and regulations in various economic fields. The association has compiled several national standards and new regulations, many of which relate to the instrumentation industry.


    Two national ministries jointly issued the "Action Plan for Reducing Volatile Organic Compounds (VOCs) in Key Industries."


    The plan points out that industry is a key area for VOCs emissions, accounting for more than 50% of total emissions. Industrial emission sources are complex, involving many stages such as production, use, storage, and transportation. Among them, the petroleum refining and petrochemical, coatings, inks, adhesives, pesticides, automobiles, packaging and printing, rubber products, leather, furniture, and shoemaking industries account for more than 80% of total industrial VOCs emissions. Industrial VOCs emissions are characterized by high intensity, high concentration, and a wide variety of pollutants, making recycling and reuse difficult and costly, thus making it a key area for VOCs reduction in the industrial sector.


    The plan outlines an overall approach: focusing on technological progress, prioritizing source reduction and process control, while also considering end-of-pipe treatment—a holistic approach to prevention and control. It emphasizes the leading role of enterprises, strengthens policy support and guidance, and promotes the implementation of raw material substitution and clean production technology upgrades by enterprises to improve clean production levels and facilitate the green transformation and upgrading of the industry.


    The National Standardization Administration has issued approvals for 330 national standards projects this year.


    The newly approved standards place greater emphasis on the transformation of innovative achievements. The approved national standards highlight technological innovation, listing 72 cutting-edge technological achievements, including graphene performance testing, flexible DC power transmission, energy internet, robot testing, and electric vehicle charging, as major standard development projects and providing key support. The goal is to quickly formulate technical standards and inject new impetus into the development of emerging industries.


    This project also increased support for key technology standards needed for equipment manufacturing and consumer goods upgrading. 256 related standards were established, accounting for 82% of the entire project, covering more than 10 key areas of equipment manufacturing and consumer goods industries, including chemical engineering, shipbuilding, steel and alloys, optical fiber communication, electrical accessories, wires and cables, and radio interference. This aims to accelerate the transformation of "Made in China" to "high-quality manufacturing" and help the consumer goods industry increase variety, improve quality, and create brands.


    The new national standard for "Gas Flow Meters" officially came into effect on July 1st.


    On July 1, 2016, GB/T32201-2015 "Gas Flow Meters" officially came into effect. This standard was drafted based on the international recommendation OIML 137-1&2:2012 of the International Organization of Legal Metrology (OIML). It covers all types of gas flow meters except for those for liquid gases, multiphase gases, steam, and compressed natural gas (CNG) dispensers, and is a national standard for general-purpose gas flow meters.


    The following organizations participated in the drafting of this standard: Beijing Institute of Metrology and Testing, Shanghai Institute of Industrial Automation Instrumentation, Chongqing Institute of Metrology and Quality Inspection, National Institute of Metrology, Chongqing Qianwei Krom Instrument Co., Ltd., Tianxin Instrument Group Co., Ltd., Zhejiang Cangnan Instrument Factory, Jinka High-Tech Co., Ltd., Zhejiang Weixing Intelligent Instrument Co., Ltd., Tianjin Xinke Complete Instrument Co., Ltd., Nanjing Metrology and Testing Center of China National Petroleum Corporation West-East Gas Pipeline Company, Hong Kong and China Gas Company Limited, Beijing Public Utilities Research Institute, Chengdu Qinchuan Technology Development Co., Ltd., and Rongcheng Yuxiang Industrial Co., Ltd. This standard applies to flow meters based on any measurement technology or working principle, used to measure the volume or mass of gaseous fuels or other gases passing under working conditions, and also applies to additional electronic devices, built-in correction devices, built-in temperature compensation devices, and other possible additional devices of the flow meters.


    The Ministry of Environmental Protection Releases Six New Environmental Standards for Soil and Water Quality Testing


    To implement the "Environmental Protection Law of the People's Republic of China," actively protect the environment, and standardize environmental monitoring work, the Ministry of Environmental Protection of the People's Republic of China issued an announcement regarding six national environmental protection standards, including the "Electrode Method for Determining Soil Conductivity." This announcement establishes clear new standards for soil, sediment, and water quality testing, while accelerating the pace of ecological civilization construction in my country.


    Currently, my country faces major environmental pollution problems, including air pollution, water pollution, and soil pollution. In response to the increasingly prominent issues of air, water, and soil pollution, the Central Committee of the Communist Party of China and the State Council have deployed the drafting of three sets of "Ten Measures": the "Air Pollution Prevention and Control Action Plan," the "Water Pollution Prevention and Control Action Plan," and the "Soil Pollution Prevention and Control Action Plan." Recently, the Ministry of Environmental Protection, in order to implement the "Environmental Protection Law of the People's Republic of China," actively protect the environment, and standardize environmental monitoring work, issued an announcement on six national environmental protection standards, including the "Electrode Method for Determining Soil Conductivity." This announcement clearly stipulates relevant standards for soil and water quality testing and sets strict requirements for testing instruments and equipment.


    Eight Ministries Issue New Regulations on Hazardous Substances in Electrical and Electronic Products


    From July 1st, the "Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products" (hereinafter referred to as the "Measures"), jointly issued by the Ministry of Industry and Information Technology and eight other ministries including the State Administration for Quality Supervision, Inspection and Quarantine, will be implemented, providing specific and strict regulations on the types of toxic and hazardous substances used in electrical and electronic products. The Measures stipulate that equipment and related products manufactured, sold, and imported within the territory of the People's Republic of China that rely on electric current or electromagnetic fields for operation or for the purpose of generating, transmitting, and measuring electric current and electromagnetic fields, with a rated operating voltage of no more than 1500 volts for DC and no more than 1000 volts for AC, are considered electrical and electronic products.


    The scope of application of the Measures includes, but is not limited to, the following equipment types and their related products: 1. Communication equipment; 2. Radio and television equipment; 3. Computers and other office equipment; 4. Household electrical and electronic equipment; 5. Electronic instruments and meters; 6. Industrial electrical and electronic equipment; 7. Power tools; 8. Medical electronic equipment and instruments, etc.


    Two new standards for elevator quality and safety testing will be implemented from July.


    According to the General Administration of Quality Supervision, Inspection and Quarantine, the new version of the "Elevator Type Test Rules" and the first amendment to the mandatory national standard "Safety Specifications for Elevator Manufacturing and Installation" will be implemented nationwide from July 1st. It is reported that the newly released "Elevator Type Test Rules" have two new requirements: firstly, it adds product consistency verification. The standard introduces a periodic consistency verification system for the safety and quality of elevator safety protection devices and major components. After the elevator prototype passes type testing, the manufacturer must ensure that mass-produced products maintain the same quality and safety performance as the prototype.


    This consistency verification will prevent manufacturers from producing "meticulously crafted prototypes but shoddy finished products." Secondly, an elevator type test information disclosure system has been established. Elevator manufacturers, users, inspection and regulatory agencies, and the public can access relevant information on a query platform, which will begin trial operation on October 1, 2016.


    The Ministry of Environmental Protection has approved four soil testing standards, which will be implemented from August 1st.


    To implement the "Environmental Protection Law of the People's Republic of China," protect the environment, safeguard human health, and standardize environmental monitoring work, the Ministry of Environmental Protection recently approved four soil testing standards, including the "Electrode Method for Determining Soil Electrical Conductivity."


    I. The "Electrode Method for Determining Soil Electrical Conductivity" (HJ802-2016) specifies that the electrode method for determining soil electrical conductivity is applicable to the determination of the electrical conductivity of air-dried soil.


    II. The standard "Determination of 12 Metallic Elements in Soil and Sediments by Aqua Regia Extraction-Inductively Coupled Plasma Mass Spectrometry" (HJ803-2016) specifies an inductively coupled plasma mass spectrometry (ICP-MS) method for determining 12 metallic elements (cadmium, cobalt, copper, chromium, manganese, nickel, lead, zinc, vanadium, arsenic, molybdenum, and antimony) in soil and sediments using aqua regia extraction.


    III. The standard "Determination of 8 Available Elements in Soil by Diethylenetriaminepentaacetic Acid Extraction-Inductively Coupled Plasma Atomic Emission Spectrometry" (HJ804-2016) specifies an ICP-MS method for determining 8 available elements (copper, iron, manganese, zinc, cadmium, cobalt, nickel, and lead) in soil using diethylenetriaminepentaacetic acid extraction.


    IV. The standard "Determination of Polycyclic Aromatic Hydrocarbons in Soil and Sediments by Gas Chromatography-Mass Spectrometry" (HJ805-2016) specifies a gas chromatography-mass spectrometry (GC-MS) method for determining 16 polycyclic aromatic hydrocarbons (PAHs) in soil and sediments. These standards are expected to take effect on August 1st. 


    The Ministry of Environmental Protection (MEP) recently issued its first announcement regarding two national environmental protection standards for water quality monitoring, effective August 1st. 


    These standards, namely "Determination of Acrylonitrile and Acrolein in Water by Purge and Trap/Gas Chromatography" (HJ806-2016) and "Determination of Molybdenum and Titanium in Water by Graphite Furnace Atomic Absorption Spectrophotometry" (HJ807-2016), standardize the determination methods for acrylonitrile, acrolein, molybdenum, and titanium in water. 


    These standards will be implemented from August 1, 2016, to protect the environment and safeguard human health. It is understood that these standards were formulated to implement the *Environmental Protection Law of the People's Republic of China* and the *Water Pollution Prevention and Control Law of the People's Republic of China*, protect the environment, safeguard human health, and standardize the determination methods for acrylonitrile, acrolein, molybdenum, and titanium in water.


    Two National Standards for Non-Destructive Testing Instruments Officially Released and Implemented


    The newly formulated industry standards, *JB/T12456-2015 Technical Conditions for X-ray Inspectors for Circuit Board Inspection (Non-Destructive Testing Instruments)* and *JB/T12457-2015 Performance Test Methods for X-ray Inspectors for Circuit Board Inspection (Non-Destructive Testing Instruments)*, were recently officially released and implemented by the Ministry of Industry and Information Technology of the People's Republic of China.


    The release of these standards fills a gap in domestic standards for X-ray inspectors used for circuit board inspection. In addition to providing basic technical and performance requirements for manufacturers and customers of similar products in terms of product performance and testing verification, the standards also set forth clear requirements regarding radiation, electrical safety protection, and personal safety aspects such as labeling, providing technical support and evaluation reference for promoting the healthy development of such instruments and equipment in the industry.


    China's Safest Stage for Food Safety: 415 Food Safety Standards to be Released


    With social development and the continuous improvement of people's living standards, expectations for food safety are constantly rising, and national food safety standards are becoming increasingly stringent. my country's food safety standard integration has been fully completed, with 415 integrated food safety standards identified. Currently, all integrated standards have passed the review of the National Food Safety Standards Review Committee and will be released and implemented successively in 2016.


    The National Center for Food Safety Risk Assessment stated that my country has now fully completed the task of integrating food safety standards. The cleanup of food standards covered nearly 5,000 previous standards related to the quality and safety of edible agricultural products, food quality, and food hygiene. In addition to transferring over 1,000 standards related to pesticide and veterinary drug residues to the agricultural department for cleanup, after research and demonstration, opinions were proposed for the remaining 3,000+ standards to remain valid, be abolished, revised, or integrated into national food safety standards, resulting in the integration of 415 food safety standards. Currently, all integrated standards have passed the review of the National Food Safety Standards Review Committee and will be released and implemented successively in 2016. This will effectively resolve previous problems such as contradictions, overlaps, and duplications among food standards. To date, 683 national food safety standards have been released, and with more than 400 integrated standards yet to be released, a national food safety standard system that conforms to my country's national conditions has been initially established.
