(No. 016]114), "Request from Shandong Provincial Bureau of Quality and Technical Supervision on the Establishment of the 'National Bearing Product Quality Supervision and Inspection Center' in Liaocheng" (Lu Zhijian Ke Zi [2016] No. 376), "Request from Shandong Provincial Bureau of Quality and Technical Supervision on the Establishment of the National Industrial Boiler Quality Supervision and Inspection Center" (Lu Zhijian Ke Zi [2016] No. 40), "Request from Henan Provincial Bureau of Quality and Technical Supervision on the Application for the Establishment of the National Photovoltaic Equipment Product Quality Supervision and Inspection Center" (Yu Zhijian Ke Fa [2017] No. 41), "Request from Hunan Provincial Bureau of Quality and Technical Supervision on the Application for the Establishment of the National Food Contact Materials and Products Quality Supervision and Inspection Center" (Lu Zhijian Ke Zi [2017] No. 41). We have received your requests regarding the establishment of the National New Energy Vehicle Power Battery and Electric Drive System Quality Supervision and Inspection Center (Hunan Quality Supervision Bureau Document No. 46 of 2016), the Guangdong Provincial Bureau of Quality and Technical Supervision Request for the Establishment of the National New Energy Vehicle Power Battery and Electric Drive System Quality Supervision and Inspection Center (Guangdong) (Guangdong Quality Supervision Bureau Document No. 74 of 2016), the Sichuan Provincial Bureau of Quality and Technical Supervision Request for the Establishment of the National Automotive Parts Product Quality Supervision and Inspection Center (Sichuan Quality Supervision Bureau Document No. 475 of 2016), and the Guizhou Provincial Bureau of Quality and Technical Supervision Request for the Establishment of the National Green Building Materials Quality Supervision and Inspection Center (Guizhou) (Guizhou Quality Supervision Bureau Document No. 109 of 2016). In accordance with the General Administration of Quality Supervision, Inspection and Quarantine's (AQSIQ) planning arrangements for the construction of national quality inspection centers and the "Implementation Opinions on the Hierarchical Management of the Planning and Capacity Building of National Quality Inspection Centers in the Quality Inspection System" (Guo Zhi Jian Ke [2012] No. 604), the following decisions have been made:

1. The Shanxi Provincial Bureau of Quality and Technical Supervision is authorized to establish the "National Flange Forging Product Quality Supervision and Inspection Center (Shanxi)" based on the Xinzhou Municipal Institute of Quality and Technical Supervision and Testing, in accordance with the standards of a Class B national quality inspection center.

2. The Inner Mongolia Autonomous Region Bureau of Quality and Technical Supervision is authorized to establish the "National Grid-Connected Photovoltaic Power Generation System Quality Supervision and Inspection Center (Inner Mongolia)" based on the Inner Mongolia Autonomous Region Institute of Product Quality Inspection, in accordance with the standards of a Class B national quality inspection center.

3. The Jilin Provincial Bureau of Quality and Technical Supervision is authorized to establish the "National Bio-based Product Quality Supervision and Inspection Center (Jilin)" based on the Jilin Provincial Institute of Product Quality Supervision and Inspection, in accordance with the standards of a Class B national quality inspection center.

4. It is agreed that the Jiangsu Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Special Labor Protection Products Quality Supervision and Inspection Center (Jiangsu)" based on the Jiangsu Provincial Special Safety Protection Products Quality Supervision and Inspection Center, in accordance with the standards of a Class B national quality inspection center.

5. It is agreed that the Jiangsu Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National New Energy Vehicle Charging Facility Quality Supervision and Inspection Center (Jiangsu)" based on the Suzhou Municipal Quality and Technical Supervision Comprehensive Inspection and Testing Center, in accordance with the standards of a Class B national quality inspection center.

6. It is agreed that the Shandong Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Bearing Product Quality Supervision and Inspection Center (Shandong)" based on the Liaocheng Municipal Product Quality Supervision and Inspection Institute, in accordance with the standards of a Class B national quality inspection center.

7. It is agreed that the Shandong Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Industrial Boiler Quality Supervision and Inspection Center (Shandong)" based on the Shandong Provincial Special Equipment Inspection and Research Institute Co., Ltd., in accordance with the standards of a Class B national quality inspection center.

8. It is agreed that the Henan Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Photovoltaic Equipment Quality Supervision and Inspection Center (Henan)" based on the Luoyang Municipal Quality and Technical Supervision Inspection and Testing Center, in accordance with the standards of a Class B national quality inspection center. 

9. It is agreed that the Hunan Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Food Contact Materials and Product Quality Supervision and Inspection Center (Hunan)" based on the Hunan Provincial Institute of Product Quality Supervision and Inspection, in accordance with the standards of a Class B national quality inspection center.

10. It is agreed that the Guangdong Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National New Energy Vehicle Power Battery and Electric Drive System Quality Supervision and Inspection Center (Guangdong)" based on the Zhuhai Municipal Institute of Quality and Metrology Supervision and Testing, in accordance with the standards of a Class B national quality inspection center.

11. It is agreed that the Sichuan Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Automotive Parts Product Quality Supervision and Inspection Center (Sichuan)" based on the Chengdu Product Quality Inspection and Research Institute Co., Ltd., in accordance with the standards of a Class B national quality inspection center.

12. It is agreed that the Guizhou Provincial Bureau of Quality and Technical Supervision shall be responsible for establishing the "National Green Building Materials Quality Supervision and Inspection Center (Guizhou)" based on the Guizhou Provincial Institute of Building Materials Product Quality Supervision and Inspection, in accordance with the standards of a Class B national quality inspection center.

Please actively implement local government investment, expedite the organization of all preparatory work, and submit the preparatory task list, investment implementation details, and other relevant materials to the General Administration within three months of this approval. Complete all preparatory work within 18 months. After passing the accreditation for inspection and testing institutions, the institution will be approved for establishment by the General Administration of Quality Supervision, Inspection and Quarantine and the Certification and Accreditation Administration of the People's Republic of China.
