The National Key Research and Development Program Launched a Key Project to Enhance the ''Non-technical Review'' Process for Scientific Instruments

    [Introduction] The High Technology Research and Development Center of the Ministry of Science and Technology has identified 14 key projects under the National Key R&D Program for 2017, involving R&D funding of over 10 billion yuan. The 2017 review process for major scientific instruments projects will strengthen the "non-technical review"环节 (link/step) established since the 12th Five-Year Plan, promoting the smooth implementation and realization of projects.


    A mobilization meeting for the implementation of key projects under the National Key R&D Program for 2017 was held in Beijing.


    It was learned that the High Technology Research and Development Center of the Ministry of Science and Technology has identified 14 key projects under the National Key R&D Program for 2017, covering areas such as new energy vehicles, quantum control and quantum information, nanotechnology, frontier research on large scientific facilities, protein machines and regulation of life processes, global change and response, upgrading and industrialization of key basic materials technologies, strategic advanced electronic materials, and high-performance computing, involving R&D funding of over 10 billion yuan.


    It is noteworthy that, to ensure procedural and outcome fairness, the High Technology Research and Development Center of the Ministry of Science and Technology, in its 2017 review of key projects under the National Key R&D Program, established a well-structured, sufficient, and academically high-level core expert database for key projects; scientifically set up review groups to enhance the rigor of peer review; strictly implemented expert selection procedures and recusal systems to guarantee fairness and impartiality in the review process; established a project review mechanism allowing two projects per technical direction (subsequent selection based on merit); continued the "non-technical review" component for the Major Scientific Instruments Project; strengthened information disclosure throughout the entire process; diligently handled project appeals and objections; and strengthened the review of project task books to provide a basis for project implementation and management.


    It is worth mentioning that, in the project review process for the Major Scientific Instruments Project, the High Technology Research and Development Center continued the review methods used for the instrument projects during the 12th Five-Year Plan period. This involved emphasizing technical review while also paying special attention to examining the qualifications of the project's leading enterprise, its engineering and industrialization capabilities, as well as "non-technical content" such as intellectual property rights and profit-sharing agreements. Relevant experts were organized to review the project's "non-technical content." Through technical consultation and non-technical content review of projects, the technological innovation of instrument development projects is ensured on the one hand, and a group of technologically innovative enterprises with both R&D strength and industrialization and market development capabilities are enabled to lead and organize the implementation of projects, ensuring the practical application of project results. In the 2017 National Key R&D Program's key special project approval process, the Ministry of Science and Technology will continue to strengthen the "non-technical review" stage established since the 12th Five-Year Plan, promoting the smooth implementation and realization of major scientific instrument projects.


    It is understood that, in the next step, the High Technology Research and Development Center of the Ministry of Science and Technology will, in the subsequent management of key special projects under the National Key R&D Program, promote the smooth implementation of projects and the achievement of R&D goals by innovating management mechanisms, strengthening refined management and precise services, exploring integrated project implementation mechanisms, promoting inter-project communication, and conscientiously implementing the leading responsibilities of project lead units and project leaders.
