National Innovation Blue Book: Instrument and Meter Manufacturing Becomes One of the Industries with the Strongest Innovation Capability

The *National Innovation Blue Book: China Innovation Development Report (2016)*, edited by Professor Chen Jin, Director of the Research Center for Technological Innovation at Tsinghua University, and published by the Social Sciences Academic Press, was recently released.

The Blue Book describes the development of innovation capabilities across various sectors of my country's manufacturing industry from 2013 to 2015, based on an industrial innovation capability measurement index system and an innovation index design, focusing on four aspects: innovation environment, innovation input, innovation organization, and innovation performance.

The Blue Book points out that the innovation capabilities of various sectors of my country's manufacturing industry have made significant progress in all four aspects: innovation environment, innovation input, innovation organization, and innovation performance.

From an industry classification perspective, the instrumentation manufacturing industry, the computer, communication, and other electronic equipment manufacturing industry, and the pharmaceutical manufacturing industry are the three industries with the strongest innovation capabilities, exhibiting a clear leading advantage.

The proportion of R&D expenditure to main business revenue and the proportion of new product sales revenue to total sales revenue in the railway, shipbuilding, aerospace and other transportation equipment manufacturing industries are slightly higher than those in other industries; the proportion of enterprises with R&D activities and the proportion of new product sales revenue to total sales revenue in the electrical machinery and equipment manufacturing industries are relatively high; the proportion of R&D personnel to employees and the number of valid invention patents per 10,000 employees in the special equipment manufacturing industries are slightly higher than those in other industries; and the proportion of new product sales revenue to total sales revenue in the automobile manufacturing industries is relatively high.
