    [Introduction] Accelerating the research and development of rapid testing and non-targeted screening technologies and products, significantly increasing the localization rate of rapid food safety testing reagents and equipment, constructing a food safety standard system aligned with international standards, a nationally unified traceability and early warning system, a full-chain process control system, and a national food safety big data cloud platform, will lead and promote social co-governance of food safety, providing technical support for shifting from "passive response" to "proactive protection" and "ensuring the safety of the public's food."

    Recently, the Ministry of Science and Technology issued the "13th Five-Year Plan for Food Science and Technology Innovation." The plan points out that my country still has significant shortcomings in process control, market monitoring, quality and safety testing and identification, and product technical standards related to food raw material production, processing, and logistics. Food safety risk assessment and early warning, as well as the monitoring and traceability of the entire food supply chain "from farm to table," are still in their infancy. Further enhancing the comprehensive monitoring capabilities of the entire food quality and safety supply chain urgently requires new technological support.


    In terms of objectives, by 2020, my country's independent innovation capabilities and industrial support capabilities in food science and technology will be significantly improved. The technological level in fields such as food bioengineering, green food manufacturing, and food safety assurance will reach the world's forefront, achieving a number of major results with independent intellectual property rights. The contribution rate of science and technology to the development of the food industry will exceed 60%.


    Regarding the promotion of technological development in the food industry, focusing on new trends and demands in the food industry, a full-chain innovation design will be implemented, encompassing basic research, cutting-edge technologies, major common key technologies, and application demonstrations. National key R&D programs, technology innovation guidance projects (funds), base and talent projects, and other science and technology programs (projects, funds, etc.) will be planned and deployed in a coordinated manner. Specific projects and tasks will be identified and implemented in an integrated manner, focusing on key areas such as food processing and manufacturing, machinery and equipment, quality and safety, cold chain logistics, and nutrition and health.
